Dataset Description

This ad hoc management information release provides information on the processed volumes of Remediable Service Statements (RSS) delivery & Remediable Pension Savings Statement (RPSS) as part of the Public Service Pensions remedy (‘McCloud’) up to 18 May 2026.

Overview of Remediable Service Statements (RSS)

The ’McCloud’ remedy addresses the age discrimination identified in the 2015 public service pension scheme reforms, giving eligible members the choice between legacy and reformed scheme benefits for the remedy period (April 2015 to March 2022). NHS Pension scheme members affected by McCloud are sent a Remediable Service Statement (RSS) so they can make an informed choice about their pension benefits. Overview of Remediable Pension Savings Statement (RPSS)

Some members affected by McCloud, will need to update their pension tax information with HM Revenue & Customs (HMRC) after they make their decision. In cases where this applies, members will be sent an RPSS. The NHS Pension Scheme, managed and administered by the NHSBSA, is delivering the McCloud remedy to all affected members.

This one-off dataset provides information about the progress made by the NHS Pension Service in delivering the McCloud remedy to affected Scheme members. It provides information on:

  • The number of RSS calculated and scheduled to be sent
  • The number of RSS sent
  • The number of RSS choice decision forms completed and returned by scheme members
  • The number of returned choice decision forms that have been processed and applied to the member’s NHS pension benefits
  • The number of RPSS sent by post to affected NHS Pension Scheme members to date
  • The number of members awaiting a calculation to determine whether a RPSS is required
Metrics
  • RSS_CALCULATED: The total number of RSS that have been calculated by NHS Pension Scheme and are scheduled to be sent, this excludes RSS that have already been sent
  • RSS_SENT_TOTAL: The overall total number of RSS that have been sent by post to NHS Pension Scheme members affected by McCloud, over the whole delivery period to date
  • RSS_RETURNED: The total number of RSS choice decision forms completed and returned by members, received by NHS Pensions, and logged on our Compendia case management system
  • RSS_ENACTED: The total number of completed returned member decision forms that have been fully processed and applied to the member’s NHS Pension benefits
  • RPSS_ISSUED: The overall total number of RPSS that have been sent by post to NHS Pension Scheme members affected by McCloud, over the whole delivery period to date
  • RPSS_OUTSTANDING: The overall number of members that are waiting for a calculation to determine if a RPSS is required

Data Collection Methodology

This data is collected via a manual process. The number of RSS and choice decision forms is physically counted by operational and administrative colleagues in the NHS Pension Service, who then log the totals in our NHS Pensions Compendia case management system. We then export this information to our data dashboard for publication.

Interpreting Totals

The figures in this dataset represent different stages of the RSS process. This means the numbers in related columns will not always add up exactly to the totals recorded in other columns.

This reflects the normal progression of a case through the RSS process and should not be interpreted as data quality issues.

This also means it is not possible to derive additional data points by adding or subtracting the published figures. These numbers should be interpreted as standalone counts rather than components of a single calculable total.
