2025-07-29 New metric and accompanying information added:

Unable to progress - awaiting additional information from claimant

These are claims we cannot process because claimants haven't provided information we've requested. For example, we might need power of attorney when someone is claiming on behalf of another person. If we do not receive a response after asking several times for the information we need, we let claimants know their claim is paused until the information is received.

2025-10-03 Data Dictionary updated to include the following information within COUNT Description: To protect confidentiality, cells are intentionally left blank where the number of claimants is fewer than five.

2025-10-28 Removed Vaccine Damage Payment Scheme COVID-19 claim volumes and outcomes - 2025 to 2026, Quarter 1 file previously uploaded on 2025-07-29. Replaced removed file with Vaccine Damage Payment Scheme COVID-19 claim volumes and outcomes - 2025 to 2026, Quarter 1 file uploaded on 2025-10-28.

The replacement file includes new metric for:

Cumulative total of Appeals made to HMCTS that the NHSBSA has been notified of.

Appeals

If a claim is rejected after a mandatory reversal and the claimant wants to challenge it, they can either:

  • Request another reversal – the claim will be assessed again
  • Submit an appeal – the claim will be heard by a tribunal

Appeals are handled outside of the VDPS by HM Courts & Tribunals Service (HMCTS). They make an independent ruling on whether the decision made is correct. There is no time limit for requesting an appeal.

As appeals are not submitted to NHSBSA directly, the number of appeals received is based on the number of appeals HMCTS has progressed to a tribunal hearing. Any appeals HMCTS have not progressed to a hearing are not included. For example, if the claimant is not eligible to appeal to HMCTS because they have not received a decision through the mandatory reversal process first.
